Are there functions available such as Sepia, B&W, Stitching, Video recording, etc.?
The answer is no - the 300D is a "serious" camera and thus doesn't provide any of these functions.

However, having that said, many of these things can be done in post processing. Photoshop Elements that comes with the camera will let you do all kinds of color manipulations.

For stitching, take a look at Photostitch that also comes with the camera - admittedly, it's not the best of photo stitching tools, but it does the job in most cases.
